Resumo: Pensar o tema do desenvolvimento compreende um triplo exercício. O primeiro diz respeito ao estabelecimento de um referencial, ou parâmetro, contra o qual se possa contrastar os fatos e identificar avanço, estagnação, ou retrocesso. Isso é, trata-se de estabelecer um sentido para o desenvolvimento. O segundo aspecto é o de estabelecer as ferramentas analíticas com as quais se realizará o diagnóstico. O terceiro trata de lidar com problemas concretos que apresentem oportunidades para aplicação do ferramental teórico escolhido. Os dois primeiros aspectos são estritamente teóricos; só o terceiro é propriamente aplicado. A obra de Douglass North contém conceitos úteis para se pensar esses aspectos teóricos e fornece uma perspectiva original para se pensar em problemas aplicados.

Abstract: The thinking over development encompasses a threefold exercise. First is the determination of a standard against which one can contrast facts and identify advancement, stagnation or regress. That is, the establishment of a meaning of development. The second aspect is the choice of the analytical tools with which the diagnostic will be carried out. The third deals with concrete problems that present opportunities for the application of the chosen theoretical framework. The two first aspects are strictly theoretical; only the third one is applied. The writings of Douglass North contain concepts that are useful to think over the theoretical aspects and offer an original perspective to think about applied problems.
